iOS 8 now displays a colored top bar alert when apps are actively using your location in the background. This is similar to the longstanding in-call alert for apps like Phone and Skype, as well as activities like turn-by-turn navigation.

I’ve caught this alert briefly when exiting a few other apps, notably Facebook.
